Well, I think that it should be mandatory. The first reason is that if pets didn't get sprayed and they somehow got a child, the owners of the pet will probably abandon the offspring of the pet. But by spraying and neutering pets, there won't be unwanted pets and abandoned pets on the street if pet owners were more responsible for their pets and spray or neutral their pets. Another reason is that most of pets or animals tend to become more aggressive during mating season. It is one of their mating instinct and pet owners will be the ones who will get hurt and it will be also dangerous for their neighbors. Another reason is that if they spray or neutralize their pet, there will be way less chance that they will get certain diseases. This will help them live a longer and happier life. 

But as always, if there are pros, there are cons. Well, the first reason is that it is very cruel. People are spraying and neutering animals without their allowance or their permission. It is their natural instinct to want to mate and have offspring. And humans or pet owners are just trying to spray and neutral them because they think or convince themselves into thinking that they are doing the right thing just to have them as their pet. Although it may be the best choice, would the pets really think so? And when they spray their pet, it is most likely that they will gain weight. Also, when they spray their pets, pets will have an increased chance of having some types of cancers. And it can also increase the risks of joint disorders. Although it could prevent some diseases by spraying or neutering, wouldn't it be better to just let them do what they would like to do and have their own child?

Well, to conclude or sum up all the pieces of information, I think that it would be good to spray them because pet owners can control breeding and become less aggressive, but it would be also good to not spray because it would be what pets would want and by spraying, it would increase risks of types of cancers and joint disorder.
