I think that they can do it by negotiating with companies that specialize in renewable energy and oil companies. Of course, they will need a renewable energy company, but they will also have to talk things out with the oil company because they aren't gonna earn any money after they change to renewable energy. Maybe the government can offer them to change to a renewable energy company, and the government will fund them with some amount of money when they start so that they will know that even if they fail, it will be the government's funding that they will lose, not theirs. But it could really take a few decades to completely or mostly change to renewable energy because those usual customs don't really change quickly. And some oil companies will probably refuse to convert into renewable energy companies. And I don't it would be really necessary to make a law presenting that all oil companies are illegal and people caught getting oil will be charged with some jail years or money. It is totally unnecessary since lots of people will probably disagree and rebel. A good change has to be slow and steady so that it can follow the pace of people's thinking and emotions. It also would be a great idea to give heads-ups and announce to them early that these kinds of events will be happening due to climate change or for other reasons. It is also kind of obvious that no one will really love government changing sources of energy, since it is not very reliable unless there are hundreds of thousands of these wind turbines or solar panels or any other kind of energy generator.
