I think it is. Firstly, waiter is still a job. So they should pay regular minimum wage, not server minimum wage. It is very unfair. Secondly, lots of employees will probably protest and not like the job. And they still have to live, and in Texas, the lowest minimum wage is 2 dollars per hour. I don't think lots of people could meet their needs with that much money. I know not lots of restaurants pay them like $2, but some will probably pay lower than minimum wage, so if we change the law so that people won't be able to pay only 2 dollars for servers, it could help lots of waiters in the United States.
The second opinion is that it isn't really unfair. The first reason is that they have tips unlike many other jobs, waiters get tips. Although if a customer is not polite and doesn't have manners, he or she may not provide a tip. But most and most of the people pay tips. So even if waiters don't get lots of money, it is pretty fine since they get lots of tips. And most people don't pay their employees A.K.A. waiters minimum wage, because they will probably protest or quit the job. And another reason is that waiters are not really jobs that require a special skill, so it is most likely that they won't get a lot of money. And unlike jobs like lawn mowing or another kind of jobs, waiters work in a comfortable place, with air conditioning. Of course, you may have leg aches and arm aches. But no job in the world is easy. You just have to enjoy it, Tom Sawyer said something similar "If you are forced to work, it ain't fun, but if body enjoys it, it ain't works anymore.". So water-ing isn't really hard work if you enjoy it. And that is why it is actually fair for waiters to get less than minimum wage.
To sum up, I think it is not fair that waters get less than minimum wage because of lots of reasons. It is the same with it is fair. It has lots of reasons like they get tips.
